That is why we welcomed the opportunity to respond to the Department for Work and Pensions’ Pathways to Work Green Paper, which seeks to reform welfare systems to support people into sustainable, meaningful employment.

Why This Matters

The UK has a unique opportunity to redesign welfare-to-work systems that truly support individuals with complex needs while ensuring that employers can benefit from a wider, enabled labour market. From young people entering work for the first time to individuals with health conditions and disabilities seeking independence, these reforms can create pathways that deliver lasting results.

Our Recommendations

In our detailed response, grounded in years of delivery experience on DWP-funded programmes such as Restart, we have set out practical, actionable recommendations, including:

· Removing the fear of benefit loss by allowing people to try work without risking reassessment or entitlement, supported by clear guidance and communication.

· Leveraging technology to enhance delivery, provide flexible, person-centred engagement, and improve insight through better data capture.

· Strengthening safeguarding through clear protocols and named safeguarding leads within Jobcentres.

· Providing tiered, personalised support that recognises an individual’s readiness for work, using structured, strengths-based, and trauma-informed conversations.

· Rejecting proposals to delay Universal Credit health elements for young people, instead advocating for early intervention and support to prevent long-term disengagement.

· Supporting employers, particularly SMEs, with practical guidance on making workplace adjustments and promoting inclusive recruitment practices, including for neurodiverse individuals.

· Enhancing Access to Work to cover job trials and pre-employment support while simplifying the process for employers and individuals.

These recommendations are rooted in the realities faced by our teams who work daily with individuals seeking to overcome barriers to employment and employers looking to access diverse talent.
